That's the civilian 'military' 7177; it wasn't 'issued' (they were only formally issued in the BUND variety, with an NSN number on the back - depending on your definition of 'issued', even then, they are very recognisable variations (UAE, Venezuelan Air force; NATO, RN, etc)).
The strange thing is that it has the white chronograph second and minute hands- they don't look faded white, the hour chrono hand is faded but still visibly not white. Looks likely that they are slightly incorrect service replacements (that I haven't seen much before) or even repainted, although that would seem a faff.
